DELEGATES OF THE XVII WORLD CONGRESS OF RUSYNS

Delegates XVII. The World Congress of Rusyns, within the framework of the congress, combined, confirmed and pronounced the text of the Delegates’ Resolution XVII. World Congress of Rusyns.

Preamble

The World Congress of Rusyns (WCR) has been uniting Rusyn national and cultural organizations operating in Slovakia, Poland, Hungary, Croatia, Romania, Serbia, the Czech Republic, Ukraine, Canada, and the United States of America for 32 years.

The purpose of the WCR is to unite and coordinate the activities of Rusyn national and cultural organizations from all countries, which are voluntary members of the WCR.

If the Carpathian Rusyns do not have their mother state, then the World Congress of Rusyns assumes the competence of implementing and representing the rights of the Rusyns on the basis of the “MEMORANDUM ON EQUAL COOPERATION” signed by the member organizations of the World Congress of Rusyns.

The main purpose of the “Memorandum on equal cooperation” of the member organizations of the World Congress of Rusyns is this Declaration of cooperation at the international level and confirmation of mutual coordination, while achieving the common goal, which comes from the statute of the Oshchan association of the WCR.

The parties to the signed Memorandum agreed on mutual international cooperation and coordination, which will include the following areas: support for initiatives that lead to the recognition of the Rusyn national minority in the countries of the world where Rusyn communities actually live, representation and representation of signatory (subscription) organizations of Rusyns in resolving international issues related to the Rusyn national minority, maintaining systematic contacts, both with international and supranational organizations, and with official states that influence the further development of the Ruthenian nationality in the world.

The World Congress of Rusyns expresses unequivocal solidarity and support for Ukraine, so that it can defend itself against the illegal invasion of Russia.

The WCR welcomes the efforts of the European Union (hereinafter the EU) to guide Ukraine on its path to European integration.

As the head of the European Council, Charles Michel, said: The rights of persons belonging to minorities are central to the fundamental values of the European Union, and are part of the Copenhagen criteria for joining the European Union (respect and protection of minorities).

The WCR clearly expresses its support for the process of early acceptance of Ukraine as a candidate for the European Union.

The WCR supports the authorities of Ukraine to be able to fulfill all the requirements that must be fulfilled, in the sense of compliance with legal norms and the rights of national minorities, which are implemented in the EU.

The Carpathian Rusyns living in Ukraine fight for the defense of its borders and die for Ukraine, although until today Ukraine has not recognized the status of the Rusyns as a separate nationality.

XVII. The World Congress of Rusyns requests to resolve the issue of Rusyn nationality in Ukraine, which it sends to representatives of the authorities of Ukraine, to the authorities of the countries where Rusyns live, to the United Nations, the Council of Europe and the European Parliament.

We, the delegates of the XVII World Congress of Ruthenians, appeal to the state that signed the Framework Agreement on the Protection of National Minorities and the European Charter of Regional Languages and Languages of National Minorities – Ukraine, to change its signature under the Agreement and the Charter to its practical implementation in relation to the Rusyns (Transcarpathia).

So that in the next census of residents and Rusyns in Ukraine, they could be recorded as loyal, law-abiding and peaceful residents of their country, who belong to the national minority of Rusyns, who also have their own mother tongue, to subscribe to their identity, and would be recognized by the authorities as a separate national minority.

The delegates of the XVII World Congress of Rusyns express deep concern regarding the language law adopted in Ukraine, which reduces the rights of national minorities in Ukraine, harms the realization of the rights to free recognition of their Rusyn language and script.

The delegates of the XVII World Congress of Rusyns support the demand for the right to recognize the Rusyn identity in Ukraine, for their recognition as a separate national minority. Rusyns in Subcarpathia (region of Ukraine) should have a guaranteed right to education in their native Rusyn language, the right to the development of a state culture, the right to information in the network of printed and electronic media in the Rusyn language, and the right to governmental use of language and writing.

Item 1

XVII. The World Congress of Rusyns demands:

1. to recognize the Carpathian Rusyns as a separate people and as an autochthonous national minority in Ukraine, to recognize all their rights in accordance with the international treaties signed by Ukraine (Framework Treaty on the Protection of National Minorities);

2. at the next Census of residents in Ukraine, give the opportunity to identify yourself in official forms as a “Subcarpathian Rusyn.” (so that Rusyns in Ukraine have a separate column on their nationality “Rusyn” and a separate column on their mother tongue – Rusyn in the forms of the Population Census, and that those results are published separately, as is the case in all European democratic states, and are not taken into account , as the results of the sub-ethnicity of the Ukrainian people);

• to include the Carpathian Rusyn nationality in the list of indigenous peoples of Ukraine (for Ukraine to recognize the Rusyns in the Transcarpathian region of Ukraine as a separate indigenous people, in accordance with the Law “On Indigenous Peoples of Ukraine”);

• to fulfill, on the part of Ukraine, the obligations arising from the Treaty on the Protection of National Minorities;

• cancel the “Plan of measures to solve the problems of Ukrainian-Rusyns”,

• adopted on October 7, 1996, which threatens not only Rusyns in Ukraine, but also in other countries where they live.

Item 2

The World Congress of Rusyns expresses its gratitude to the President of the European Council Charles Michel, the President of the European Commission Ursula von der Leyen, the President of the Slovak Republic Zuzana Čaputová, the President of the Venice Commission Claire Bazi Malauri, the High Commissioner of the Organization for Security and Cooperation in Europe for National Minorities Kairatova Abdurakhmanova for took note of our concerns about how the dialogues with representatives of the Ruthenian national minority continue to be closely monitored, in accordance with the legislation, as well as regarding the implementation of national laws and rights at the local and regional level by Ukraine.

The World Congress of Rusyns, together with the institutions of the European Union, is ready to help Ukraine in the implementation of reforms of national laws, necessary for the rights of national minorities.

The World Congress of Rusyns asks that, on behalf of the Rusyns, the institutions of the European Union appeal to Ukraine with the demand to recognize the rights of the Rusyn national minority living in Ukraine, in the spirit of European standards, which Ukraine must adhere to.

Item 3

We ask the Council of Europe to accept the database (documents) of Rusyn civil organizations registered in Ukraine for a period of more than 30 years, in which requirements for the recognition of the Rusyn people in Ukraine are documented.

The SKR asks the Council of Europe and the European Parliament to support the right to recognize the Rusyn identity of the Carpathian Rusyns, to recognize them as a separate national minority in Ukraine.

Item 4

A separate appeal of the delegates is that Rusyn organizations try to preserve or return to the use of our mother tongue in church services with the aim of stopping the process of denationalization.

Item 5

XVII. The World Congress of Rusyns appeals to the authorities of those European states that have organizations of so-called “Ukrainian Rusyns,” which discriminate against Rusyns, in order to stop their illegal activities.

The resolution of the delegates of the XVII World Congress of Rusyns will be sent to:

the President of Ukraine, the Verkhovna Rada of Ukraine, as well as the Council of Europe, the United Nations and the European Parliament.

To the National Council of the Rusyn National Minority and its Chairman Joakimova Ratsova;
